Sir,

I am directed by Secretary Sir John Simon to refer to

your letter No.13825/33 of 2nd September regarding the

application of two Russian citizens for permission to visit

Hong Kong on a business inspection on behalf of the Soviet

Oil Company Union Petroleum Trust.

2. Sir John Simon concurs in the proposal of the Secretary

of State for the Colonies to request the Governor of Hong Kong to refuse all facilities to Russian oil companies and

their representatives at the present time and notes his

intention of reconsidering the matter, if necessary, when the present trade negotiations with the Soviet Government have

been concluded.

3. Copies of this letter are being sent to the Admiralty,

Petroleum Department, Board of Trade and War Office.
